Tori Chance has worked for the Department of Education in the Office of Special Education for almost seven years. Prior to that she worked in a variety of industries as well as spent years as a teacher. In all her years, working with others and teaching has been a passion. She currently serves on the National Advisory Board for the Rhonda Weiss Center for Accessible IDEA Data, as well as IDEA Data Coordinator.

Teacher, Central Missouri Vision Services

Susie Drake, M.Ed., COMS, CTVI, is a Teacher of Students with Visual Impairments and Certified Orientation and Mobility Specialist serving school districts across Missouri through Central Missouri Vision Services. She specializes in assistive technology, accessible instructional materials, and Expanded Core Curriculum (ECC) implementation, with a focus on helping educators create inclusive and accessible learning environments.

Susie has recently defended her doctoral dissertation examining the impact of the Expanded Core Curriculum on postsecondary outcomes for individuals with visual impairments and will formally graduate in May 2026. Her work bridges research and practice, supporting schools in implementing meaningful, compliant, and student-centered accessibility practices.

Sami Jo Freeman

DHSS, Deputy Communications Director

Sami Jo Freeman serves as the deputy communications director for the Missouri Department of Health and Senior Services. As a self-taught graphic designer, Sami Jo has unknowingly spent more than 15 years creating inaccessible documents. Today, she and the entire communications team at DHSS have shifted their InDesign workflows to include a practical application of accessibility.

David Kingsbury

Dave Kingsbury

DMH, DIrector of Deaf Services

Dave Kingsbury is the Director of Deaf Services for the Missouri Department of Mental Health. He oversees program and policy development and provides training, consultation, and technical assistance regarding clinical practices, culture, language and communication, legal compliance, and ethics regarding services for the deaf, hard of hearing, deaf-blind, and members of language minority groups. He also serves as the Department’s web accessibility coordinator. Dave previously worked as Director of Student and Outreach Services and the Resource Center on Deafness at Missouri School for the Deaf, where he oversaw on campus professional services and statewide programs including audiology, early intervention, assistive technology leasing, and deaf education consulting, and he collaborated with Missouri School for the Blind.

DMH, Operational Excellence Director

Hope Moorhead is the Director of Operational Excellence for the Missouri Department of Mental Health. She holds a master’s degree in statistics and economics and has a strong foundation in data analysis. Hope is dedicated to strengthening data‑driven decision making by helping leaders identify meaningful measures and by coaching Tableau Creators to develop engaging, accessible, and interactive visualizations. She collaborates with leaders to define goals, measure progress, and effectively communicate results.

Daniel Quay

Daniel Quay

DHSS, Epidemiologist

Daniel Quay is an Epidemiologist supporting the Missouri Fetal and Infant Mortality Review (FIMR) program. He also serves as the accessibility coordinator for the Office of Epidemiology and is an active member of the Tableau Community of Excellence. Previously, he developed the data infrastructure for Missouri’s Pregnancy-Associated Mortality Review and Early Hearing Detection and Intervention programs, where he served as the lead data analyst, created first‑in‑the‑nation dashboards, and was the lead author on three published articles. Daniel has presented his research through posters and oral presentations at multiple conferences. Through his work with FIMR and broader involvement across the department, he remains committed to advancing data-driven public health practice and ensuring the Missouri Department of Health and Senior Services continues to lead in research innovation and program development.

Chad Rohr is the Assistive Technology Coordinator with Rehab Services for the Blind based out of Jefferson City. He has been in this position for over 4 years. Before this he was a Rehab Teacher also with RSB for over 7 years. He provides support for the visually impaired staff of RSB and also provides accessibility testing and guidance for other agencies across the state.

David Sloan

Chief Accessibility Officer, Vispero

David Sloan is Chief Accessibility Officer at Vispero and Manager of the User Experience Service Delivery Team in Vispero’s digital accessibility consultancy arm. He has over 25 years’ experience as a digital accessibility researcher, educator and consultant, specializing in organizational accessibility strategy and in methods for including people with disabilities in user experience research and design. He joined TPGi/Vispero in 2013, having previously worked at the School of Computing at the University of Dundee in Scotland, one of the world’s largest academic research groups specializing in accessibility for older and disabled people. David completed his Ph.D. in 2006, investigating the effectiveness of web accessibility audits as a motivational and educational tool. He is the co-author with Sarah Horton of the book What Every Engineer Should Know About Digital Accessibility, published in 2024 by CRC Press.

Lainie Strange is a Web Accessibility Specialist for the State of Missouri – ITSD Web Team. Her IT career began as technical web support for the MO Department of Elementary and Secondary Education and later, MO Department of Higher Education and Workforce Development. Around 2003, she became involved in state web accessibility collaboration efforts across various agency web teams. After becoming familiar with JAWS screen reader through Missouri Assistive Technology, as well as expanding her knowledge of web accessibility techniques and law, she evolved into the role of web accessibility subject matter expert for the State. Her position involves web accessibility testing, support, education, and outreach. She recently led the state’s Digital Accessibility Roadmap project in preparation for the ADA Title II accessibility update deadline.

Ian White is a Data Specialist supporting data and analytics efforts across the State of Missouri. Ian helps agencies turn raw information into meaningful, accessible insights by cleaning data, building dashboards, and guiding users through Tableau best practices. Ian is a trusted resource for partners across the state—whether troubleshooting a publishing issue, delivering a training session, or helping a team think through how to structure their data. Their work has supported initiatives across agencies large and small. Known for his upbeat and collaborative approach, Ian enjoys helping others build confidence with data tools and strengthening Missouri’s overall data culture.
