TAP for Internet

The Telecommunication Access Program for Internet (TAP-I) provides free adaptive computer equipment and training so individuals with disabilities can access the internet and email from home. If you are not sure what you need, TAP-I can help you determine the right equipment.

Adaptive equipment is generally divided into two main categories: Input Adaptations and Output Adaptations.

Input Adaptations are designed for individuals who have difficulty using a standard keyboard or mouse. Examples include:

Alternative Keyboards: Options include ergonomic, large-print, onscreen, one-handed, and chording keyboards.
Alternative Pointing Devices: Trackballs, joystick mice, head-pointing mice, eye-gaze systems, and other tools that replace a traditional mouse.
Productivity Software: Programs that use pictures to build messages or word prediction software to reduce the number of keystrokes needed.
Voice Recognition: Software that allows users to dictate documents and control the computer using voice commands.

Output adaptations are designed for individuals who cannot use standard visually presented information. Examples include:

For visual impairments: Screen magnification and screen readers.
For learning disabilities: Reading and writing assistance software.

You must meet the following four requirements to qualify for the Telecommunications Access Program for Internet (TAP-I):

Be a Missouri resident.
Have an annual household income under $60,000 for two people (add $5,000 for each additional dependent).
Have a computer in your home.
Have internet access.

To apply, please complete the following steps:

1. Complete the TAP-I 2027 application form. You can download and print this form as either a PDF or a WORD Doc.

No printer? We can mail a physical copy to you. To request a printed form, please call (816) 655-6700 or email us with your full name and mailing address.

2. Provide disability certification form.

To process your application, we must have a valid disability certification on file. If you have not submitted a certification within the last three years, you will need to provide a new one. A list of approved professionals who can sign off on your disability is included directly on the form.

If you think your records are already on file with us, please call to verify that they are still current and to see if anything else is needed.

What happens next?

Once we receive your completed and signed application and verify your disability certification, the TAP-I team will review your application. If the equipment is approved, we will order it and ship it directly to your email address (for software) or home address (for hardware).

Most software carries a multi-year license, and many devices come with warranties. If you experience any difficulties with your equipment or software, please contact TAP before discarding the item.

In most cases, applicants who need new or updated equipment may reapply after three years. If a change in disability occurs, please contact the program to discuss options.

While this equipment is provided completely free of charge, we do have one request: Program participants are expected to complete and return the TAP-I feedback surveys that we send out via email.
